The game definitely is not without issues however, the game itself can be pretty janky at times, and you have to mentally adapt to the game's rules at times, the most offending issue is the cops. It is kinda disappointing that nearly the entirety of the first 2/3 neighborhoods are tutorial and only a little bit of the 2nd and then the 3rd neighborhoods the gloves are off and you get and have to use all your tools creatively to progress. It actually tries to let you be a genuine thief and does a pretty good job at it.
